    first off, go to ebay.com not co.uk or other extension. come to the USA for a vacation, do it then. you can log into it from another country as long as its set up in usa. if you can't afford that get a us proxy.

    Free option: get an USA proxy list and configure it one of them in your browser

    Paid option: buy a private VPN with USA IP addresses. There are good ones for less than $10 per month.

    There are two option through which you can register for ebay account other than USA.

    1- Proxy
    2- VPN

    You can't sign up for a US ebay account using a proxy or vpn. You will just get suspended.
