    Foe facebook, add friends and get them to accept the request while for twitter i think you should just follow as many people as you can and ask them to follow back.

    For FB, invite your friends.

    Once you get them onboard....build up your page with good content (don't blast your fans newsfeed everyday...sub tip) and after a good week or two, ask your fans to invite their friends. Rinse and repeat. You could have your fanbase in the 1000s in a matter of a month or two.
