    What I like to do when making background images:
    1. Open your image.
    2. Head into Image/Mode/RGB Color (this will unlock the image)
    3. Create a new layer and fill it with the color you want to use as background.
    4. Move it under the photo's layer. (if it's locked, double-click it)
    5. Reduce the photo's opacity to 30% or less.
    6. File/Save for Web
