    Nobody intrested to send money through western money! I don't know why? I think their transaction fees much higher than paypal!

    i don't think you can find any money transfer service that can do this at a cost which makes sense for sending $1. put it in the mail.

    Tell him you will hold his money until he gets paypal, tell him you will give him 3% interest on that money, so in fews years, when he gets paypal, you will give him $1 and 9cent, problem solve.
