    in the next month i'm releasing a file hosting website with a PPD ( pay per download system )
    I need to promote for the website to get some good trafic and MEMBERS !
    what do you suggest ?

    Placing links in advertisement boards of niche forums is usually a good method to get platforms off the ground. You could also look into buying paid ad spots on niche forums and content sites.

    Take a look at BuySellads.com and choose some forums/websites where you think a file download site would be used... Also, simply uploading files (say open source files) and promoting them as a mirror link could work... :)

    Try advertising on forums, web designers, tell your friends maybe look into sponsoring a site in return for their advertising services.

    File sharing website can get a good boom if they start affiliate program. Do not only pay others because they get you paid customers but also because they make others to download file from your website. This will get you huge publicity.

    Banner ads via CPM, CPC, CPV, etc.
    Write some articles and submit it to Article Directories and Document Sharing sites.
    So some contest like the most uploader get new iPad or anything.
    Use Twitter and Facebook as your viral social assets-tweet and post regularly but don't spam.
    Offer unique promotions like human banner, etc.

    The site won't have premium plans
    affilate program included
    I will offer a full speed download for guest, i think this will make both Uploaders and downloaders prefer using the website for sharing

    I second the idea to start off with free, or mostly free, service. Then post in a few places and it will take off quickly, assuming it's fast and easy to use.
