How to reduce dimensions of vector image

    My issue is, I have a vector image I am putting on a tshirt. In order to be able to put it on more shirts, I need to be able to shrink the image. Problem is, the image is 11x11 inches. I need something like 5.5x5.5 inches, but nothing I do reduces the image size. I know vector images should be able to be shrunk or expanded by arbitrary amounts but any smaller than around 10.5x10.5 and the program warns me that the image is too shrunk. I'm at a loss for how to reduce the image size. I don't even know what else to try.
