how to skew photos like this?

    hello,

    can you guys please tell me how to make this kind of finely skewed photos. is it skew or something else?

    I've tried to achieve similar effect via skew but that really sucks actually.

    I do it through Transform tool > select "Distort" in there.

    Try doing it.

    Also, you can try with another tools, such as filter tools and try blur features. Adjust the value until you will getting the best images.

    Microsoft Paint provides you the ability to resize a picture either vertically, horizontally, or both. The Stretch/Skew command in MS Paint is for this exact purpose, and uses percentage parameters to resize an image. This is one of the easier ways to do resizing in simple desktop operations.
