Simply use any of the great FTP programs to upload the file to your website.

Make sure the file is actually blank and if you happen to be uploading while you sleep (like I do on occasion) make sure that you don't have a space at then end of your file name.

Other than that just dump the file in your root directory.

If you have access to your account through SSH, just type "touch googlefilename.html" inside your web directory.

This will create an empty file with that name.

To be verrified Google needs to achieve two things.

    1. They find the blank html file you uploaded - try to access this file yourself through your web browser to check it is there

    2. They get a proper 404 file not found for a random non existing file they try to find on your server.

If your .htaccess redirect rules get in the way on the last point and present a page without a 404 header it will not verrify.

I wrote an article on this last point in my blog which explains a short term fix to getting around point 2 which is at this sitemap page http://blog.ebusiness4all.co.uk/2006/01/29/overcoming-problems-verifying-your-google-sitemap/

I hope it helps but as the article says change the .htaccess file at your own risk.
