A static page is NOT created from a database after a browser request.

Dynamic just means the page is created on the fly as needed from the Database.

SEO friendly is not relevant to Dynamic vs. Static - as long as everything is working properly.

The potential for problems is greater in a Dynamic site because the URL's that are written need to be "tweaked" to be SEO Friendly.

I no longer build static sites because Wordpress and Joomla both make site maintenance so much easier, and both have excellent 3rd party SEO plug ins.

    Consider this for example:

I needed to change something in a Title Tag on one of my sites the other day - In Wordpress it was a one field edit across the site. In FrontPage I would have to edit every single Title Tag manually, or with a search and replace.

Find a CMS you like, find a template you like, and then spend your time developing your projects.

DB to HTML technologies do allow you to build static sites dynamically.
Basically you have the database on your PC so you can run lots of sites from one install. It's also quicker and more reliable than entering data in an online database.
I think you get the best of both worlds. All the benefits of a CMS and a static site.
In reality Joomla and WP have several features you don't get with client side site builders but you'd be well advised to use both types. Different sites need different solutions. Its only WYSIWYG editors I don't seem to use any more.
