    I am a the admin of a forum and I wanted to know how I can create a link that appears after a user post or responds to a thread.I want the link to appear at the bottom. I've seen these type of links on this forum as well.

    Just edit the "CP panel" and go to edit signature, pretty straightforward

    I'm not talking about signature but global link would appear no matter who post or respond to a thread. For example lets say I wanted a link to Google to appear as a link after some post a thread.
