Selling Guest Posts? I doubt that would work.
You'll need to hire writers or buy articles.

    Why stay away?
Guest posts add a lot of value.
But charging people for it never works.

Most of guest posting is done for links, he won't get much value in content in my opinion.

Indeed. You need to hire high quality writer/s if you want good contents for your site and not just depend on guest posts. You can check upwork, fiverr or other freelance sites and you should be able to find writers that offer reasonable or cheap price.

    That's not true.
Having been a blogger for several years, and being parts of large blogging communities like BlogAdda or IndiBlogger, I know for fact that there is a lot of value addition.
We get some good responses. Yes, the unwritten rule is that at the end of the post, the posters link is there, but the posts are always of good quality.

    Hire someone like me :)

Seriously, there are tons of writers out there who would love to do the work for you. Go with someone with experience who's proven. You can start your search right there, go for a writing service or even check Fiverr. Some of the writers there are great, but you shouldn't expect the moon.

Does your site have any decent metrics?

Would a link from your site mean anything?

why dont you want to hire or buy quality content that is original
and related to your site. it has more advantages and can be best designed to perfectly fit your site description instead of generalizing

    Check out eLance.com or oDesk.com

You can find TALENTED writers on there who won't charge you an arm and a leg.

The thing with selling guest posts is that people only want to guest post on websites that ALREADY have good page ranks. It's like they want to hang out with the "cool kids". If your website is brand new, chances are you'll have trouble getting people to want to write guest posts linking to their own site. I would strongly suggest viewing one of those websites above, and really searching for a top quality writer to build a long term relationship with. Whatever you do, stay AWAY from those autospin programs that take content and spin it till it's "original". Google is very smart and will see right through this, and when you're blackboxed you're done. PM me if you have any questions at all! I remember when I had a difficult time generating content as well.

    That works well.
It's a win-win. The writer gets a link, you get content, nobody spends money.
However, for you to reach that level, you will need some credibility on your website/blog. To build up that credibility, you will need some good content.

If you need any help, including with free guest posts, feel free to PM me.

As long as you do not hire some "talented" writers who can barely speak English. I am always surprised at the fact that those who can't speak English want to be article writers. It's like WTF!??

Overpay, but hire NATIVE English article writers. There are plenty of them on this forum, by the way.

Why would you need to pay to maintain?
Once you have paid for some content, you don't need to pay for the same thing again.
