    My friends at finessefx.com have quite a few, as do the people over at photoshoproadmap.com. Have you thought of creating your own actions? Maybe run through a tutorial on tutorialized.com to get some ideas and then record your own? If you did that, you might be able to sell them?

    What types of effects are you wanting to apply? It's very easy to create an action that applies Styles, as mentioned above. Search youtube for tutorials on "Photoshop Actions Basics" and I'm sure you'll be able to create some to your specifications.

    effects on your text? could right click the text tab and click blending options, this gives you various options like shadowing and strokes.
