    I want to make a hiphop social networking for singers to post their music and chat with each other and other social things
    But i dont know how?
    Is there something like cms ?

    It would take a lot of customizations to do so. Make it in PHP and other languages. Why dont you develop an app for Facebook, with the same idea?

    Just logon to facebook.com and select developer page and then just follow the instruction. After sign up you can login in developer side and you can create the fb app for the users.
