    And if it is in custom CMS then anybody here can design the site same as above on my domain ?

    I would need specs to properly quote that job. You could likely get that done with this
    http://moodle.org/ I have not really messed with it lately but it would be a good place to start. It is pretty mature at this point.

    It is definitely not wordpress (if you consider that a CMS... I do).
    Also, considering there's an ad for dreamzshop at the bottom, I find it most likely that they created it

    It was created by Dreamzshop and is 18th in their "portfolio" page.

    Most companies like this will charge A LOT (maybe 1-2 thousand $), but will set up EVERYTHING for you and often offer great support.

    you can do the "request quote" thing on their page if you're really interested.
