    Download Irfanview, it's a very small picture viewer that also has some nice functions for resizing images. Once you use it, you'll love it.

    The best option is using mspaint which comes with windows.
    Run it and then drag to make picture small(or change attributes by percentage) and then save... Easy and quick

    does it actual resize it though?

    it looks to me like it just shrinks the canvas so to speak...which is good to know when I prtsc won't have to crop it anymore
