Beware there is a ton of competition and I would know since I offer music related sites and musicians and internet users stick with the major corporations that offer everything for free.

If your target audience are cellphone users, they most probably would not click on ads. Do not count on google ads to cover the cost of the service. People would listen to the radio and may not go click on ads.

Streaming Radio is quite Bandwidth intensive so be prepared to spend on that.

There are several streaming server but I am not familiar with streaming to cellphones. I know cellphone supports MMS but it is not the same as the MMS protocol which you are referring to.

It's really going to depend on your brand of cellphone.

Internet streaming is easy though. Search for Shoutcast.

If you're looking to start internet radio, "low cost" should not be in your vocabulary.

-Decide on what maximum listener cap you want, and what quality you want to broadcast at (always go with listener caps over bandwidth limits)

-Find a stream host (try www.tidyhosts.co.uk)

-Next, you'll need broadcasting software; you have two options here - one is to use Nullsofts free shoutcast software (www.shoutcast.com), which frankly is not very good, or you use Spacialaudio's SAM Broadcaster (which most people use) - which costs several hundred dollars (www.spacialaudio.com)

-Now, you need to build your library of music, all of which must be legally purchased because...

-...you also need to pay royalty and licensing fees. You'll need to dig up information on this area in your own country, but also be wary that the RCAA thinks it transcends international borders, and as such has attempted on numerous occasions in the past to apply US copyright laws pertaining to internet broadcasting to broadcasters in other countries.
While you legally shouldn't be forced to shut down if they found you were not paying royalties to US collections agencies; the ambiguity of this whole area could lead to you facing a lot of unwanted pressure.

-With regards the above, do not make the mistake of thinking that if you are a small station, RCAA or other bodies for that matter won't find you.

-Now you just need to navigate your way through everything, get yourself up and running, and start streaming away. Those sites above will give you the necessary info on stuff like server, software and website configuration, so once everything is in place it shouldn't be too hard.

So, with all that said, you're probably looking at around $300 startup costs and between $100-$300 per month running costs for a decent quality, fully legit station - unless of course you plan on negotiating broadcast rights with local/independant musicians and/or being a pure talk radio.

With regards the cell-phone thing, there are some models which have this capability, but not a lot, and its a pretty narrow field to market to in my opinion.
