    IMHO Google Ads are interfering with site navigation - ads are moving while you scroll page.

    Is such technique legal or illegal?

    This is tricky, you might want to contact google about this because:
    When you try to close the floating ad, you almost click on the ad (which makes accidental clicks).

    Alright, thank you for your replies. I wanted to be sure.

    To clarify some things... This is not my site. Moreover, I have reported it for violating the Google Adsense Policy about two weeks ago, but nothing has been done with it so far ...

    So anyway... floating Google ads are forbidden, right?
