    It depends on what kind of object you would like to make. If you want just playing with colors, and image effect then photoshop is work.

    What do you mean "better results?"
    If that's what you're thinking, then I would recommend skipping Photoshop all together.

    Photoshop is image editing software. It could serve an amazing purpose if you know what you are doing, or it could serve as much purpose as Microsoft Paint.
    You need to take classes for it. (You can always google for free online classes).
    Photoshop's limit is your creative limit.

    Its not so much the software but the user himself/herself that defines their work. Some of the most complex applications/designs can be made in the most minuscule programs. The only benefit of "newer" editions for programs is maybe bug fixes or optimization.

    The software itself is one of the best packages that any designer can use in regards of 2D. Depending on your medium will depend on the packages you use. If you want free though try GIMP.

    With that said, Photoshop, like a computer, is a tool. It doesn't magically give you the ability to make top-notch creations just with a few clicks. Not only do you have to know what you're doing but you need to be creative on your own. The better artists/designers spend hours in PS, not a few minutes. Talent will tell the difference between just another 'blah' piece and a 'wow' one.
