Social Bookmarking will make your links get indexed faster. But only the DOFOLLOW social bookmarks will help you to rank higher. Sometimes nofollow links also makes some difference in SERP after an long period of submitting the link.

I don't think submitting to 100 social bookmarking helps, submitting to some good sites like digg and so on than it helps, and usually you have to give time for your rank cause everything depends on time to be honest.. Social Bookmarking gives a boast to the ranking but not permanent ranking..I believe social network backlinks are more powerful and quality because they are seems are more natural than social bookmarking.. cause many people don't even use social bookmarking this days for reading or whatever..I hope this helps..
