    This is not my site, but I noticed 4 google ad blocks on this page... I thought only 3 were allowed. Also, does google allow you to place two ad blocks side-by-side as this page does?

    you are only allowed 3 google adblocks

    if they have 4 then its against the TOS

    That site probably uses frames to show more than 3 blocks. Otherwise more than 3 blocks never appear even if you put the ad code more than 3 times

    if they are using frames I wouldn't expect the site to showing adwords for too long. not only is that against tos, using frames is proof that they knew it was against tos and did it anyway
