    As long as there is sufficient content on the page then there should be no problem as it's not breaking any terms.

    WoW, i really did not see this "paint pasted" picture with extension .bmp and size of 2.9 MB for a long time!

    Nice work :) Dial up users will wait 3 hours to see this image!

    This placement is allowed only if there is some content. I saw on the picture URL that a forum will be there so you are only allowed to put ads in non-member area of the forum.

    I'd say no because:
    "No Google ad may be placed on pages published specifically for the purpose of showing ads, whether or not the page content is relevant. "

    With the ads all above the fold like this it's obviously just content to publish ads with, so you / they need be careful.
