In a girls's POV yeah, I also believe that it's cheating but my other friends once told me that unless there's a commitment like bf-gf or marriage it won't be considered as cheating even though there's an agreement.. quite confusing. you, guys are saying that once there's an agreement then it shouldn't be broken.
So, concluding that agreeing is like a contract between 2 people.

Falls under the category of 'cheating' if he/she has promised to date you 'exclusively'
Honest people are hard to find these days, everybody thinks money can buy everything.
    Try buying trust.

Certainly. When someone gets a date with someone he/she expects something special and share special moments and when it is broke it is definitely a cheating.

There's so many other words I'd like to use along with cheating.. lying is just one of them (to be nice).

No cheating ..It just the mind-setup of both couple..I mean might be both have some compulsion or any pressure ;) .If your have full trust in your partner, you will find them always right even in wrong condition ..:)

I personally see this as cheating. Dating exclusively means we are not dating other people plain and simple. A friend of mine had this same agreement with her now ex-boyfriend. They agreed to only dating each other. But, she saw him out with another woman not even two weeks later and confronted him. He actually told her he could date and sleep with anyone he wanted, but she was supposed to only be faithful to him. He said that's what he "meant" by exclusive.
