    Does this violate the TOS ? What do you think ?

    Two google ads right on top of each other more or less....

    I read it and can't find anything on the subject...

    no, it's not. i have several blogs - for most of them adsense works fine.

    Maybe put your own banner instead of an adsense banner? most people dont click banners, so I doubt they'll click the text links that are directly under it. Those text links might work better if the banner on top was more content related. my 2 cents
