    Some of the rescue squads were taking dogs.

    From what I've read it seems that pretty much anyone will allow suvivors to bring their pets unless they're National Guard. I know the Coastguard was doing most of the rescue ops in the first four days and I saw multiple photos and film clips that showed them bring dogs onto their boats. Choppers might be a different story...you've got limited space and you have to deal with airlifting. It seemed that the major problem was when the Guard finally started bussing people out, they would not let anyone bring pets (or maybe just dogs) onto the busses. I saw more than one news report where they mentioned and showed dogs left behind.

    It's a tough call, as a pet owner I'd never want to be separated from my muttleys, but I certainly wouldn't demand that other people cram into a bus with them (and even have to potentially give up space for them).
