Executive Summary: How are these hundreds of telecom and dish network sites creating these "state, city" links in their websites?

    Hey guys,

I'm interested in creating location grids much like the ones at the bottom of the following webpages. Any guidance you could offer in how people are doing this would really help me out. I've tried to do my research first and have been frivously going through search. I learned that they are using mod rewrite, searched there... thought it might be part of a cms searched here. There are thousands and thousands of sites using this grid and I imagine something is already out there but I cannot for the life of me find it!

Basically I want to know what people are using or how they are creating sites with these location grids. You can click state, and then you click any city. Each city and state is in the url and can also be entered into the content in the page.

Here are some links showing examples of what I'd like to do, be sure to check the bottom of the pages and click on a state. You can then see a listing of cities and also click any city.
