Looking for Craigslist sort of script

I am looking for a script, paid or free, that resembles craigslist and mergernetwork.com

Here is the criteria I am looking for. Could somebody please point me in the direction of a script that will do these things

> -Free membership to post listings
> -Free and paid membership to view listings (the free users will not have
> the ability to contact the user who posted the listings)
> -classified categories this way we can sort listings by industry
> -if we can also have features that allow visitors to sort the ads by
> location, price range, or most recent listings that would be great.
> -if a free user is viewing a listing, there will have to be a box that
> says
> something to the effect of "to contact this seller, you must have a
> premium account" etc
> -here's a sample page of mergernetwork:

I need to develop a web utility in PHP for craigslist autoposting of ads created in our website by users. Please PMB me if anybody can do it with cost and timeline. If PHP is an issue let me know in which language you can develop it?
