    NO databases, so no wordpress, joomla etc

    You should really use Typo3. With Typo3, you visually have a pagetee where you can add or delete a page.

    The downside with Typo3 is that you must create your templates yourself & map it in your site yourself after that.

    The good side is that I can do it for you for free if you want to. Just PM me. I can even teach you how to use Typo3...

    I stand corrected. I suppose there are a few flat file CMS's out there. I just don't know of anyone using them. And when I visited the above site it looks good. But a couple of page errors for me. Didn't bother to download the templates. And I wonder if these type of products really are easier to use than an HTML product. Any issues with Cross Browser display.Things like that.
