    Okay, what would be required to set up a website that offers an email service? (other than a domain and hosting)

    It also depends on whether you want to automate the mail service. I offer free/paid email accounts on one of my domains but have not had enough interest to automate it so I simply manually create accounts.

    There are heaps of programs out there which can do this, I think the most common used one is everyone.net.. I believe you even get a percentage of profits from the advertising.

    What I mean is something more like setting up and running a mail service yourself - so others can get an email account, only with your domain.

    Yes thats what I do. I offer email accounts for my domain name. Not others, the only reason you would use everyone.net is so that the signup process and everything is automated, everyone.net uses your domain name eg: but there software does everything for you.
