Massive drop on gogole from page 1 to 4

I managed to get my site to the bottom of page 1 on google for the big keyword "window film" but couldnt get it any higher, I then emloyed an SEO company to help me push it further and it was going great - slowly we pushed our way up to third on page 1 then in June/July we dropped 60+ places on google and all the others such as yahoo saw a drop too. The next month we wasnt ranking on google, slowly weve built up to page 4 but its still really bad. Has anyone any ideas on this, the SEO company said it was due to a spike from 500 backlinks per month to 2000 and then back to 500, this spike has made google think something dodgy is going on and penalise us, but who would do this? The SEO company have provided details of the 300+ links theyve bulilt and I havent done any. I did used to participate in recipricol link building when I was doing the SEO work myself but deleted my links page back in the summer, could this have caused anything? I used Link2me so people can see that Im not linking to them anymore and delete my link but cant see how this would cause anything. Could it be that all the recipricol link was keeping me on page 1 qand should I start them back up again? Its been 6 months and its really hit us hard so any advice would be appreciated.
