I know that downloading mp3 from website is illegal, but what if your site only allows you to listen to a song? it doesnt let you download it. Are you allowed to do that?

No if you are using someone elses copyrighted music you cant have it playing on your site. 99.9999999% of the time it wont matter unless your site is big or music related.

This is what I heard about too.. you can only place sample slips (like how amazon and buy.com does it). If you play the full track you'll need to pay royalties.

They're taking a huge risk releasing illegal music.. but also it might be because they're from some forgein country with less strict laws? They still can be caught though..

And of course they want to make money off advertising this way..

several reasons, some countries dont have laws against it and therefore they can host them..or they just don't care to get caught :/

there are many websites that let you download/watch movies and tv shows, but that does not mean that they are legal.
