I've had best success just finding people on forums who KNOW what they are talking about. Because the good people have reached a point where they no longer need to activley seek out employers. They can simply rely on word-of-mouth. Past clients will refer new clients, because they are so good at what they do.

So, long story short, if your looking for a quality programmer, you better seek them out, and not expect them to seek you out. Because they won't.

 

I see your point tenfourstudios but freelance auction sites are also good sources to find the talent and getting your projects. You will get good prices due to lot of competition there
