Need help choosing CMS and components

Hi, all. My first post here. I have a decent knowledge and experience in using Joomla and Wordpress but I don't have coding experience.

I am building a website that has a very specific and simple purpose. The site will only contain contact information of about 500 persons and some instructions on how to use the website.

Clients that use the website are unemployed people who are looking for a person who will help them on their hunt for a job. Clients will go to the website, no login or anything needed for them. They will enter the city on where they are looking for that person, and will be given contact information (phone number, email, address, photo(?)) to reach them. This portion of the page should contain some sort of function to prevent denial of service attacks.

The problem I have that I cannot figure out is adding and managing the contact information data. I could install Joomla with joomsocial or community builder and just add and distribute 500 user accounts. But I don't think that all of them would fill the required data. And If I would manage the website like that, I could instead simply manage all the contact information myself. The effort would be almost the same. Perhaps less as I wouldn't have to teach joomla basics to 500 people . And I really want the system to be as automatic as possible.

Would it be possible to make this with some already existing software:
- people would add their contact information on some sort of form
- Site administrator would approve the information after which the information would be displayed on the contact list.
- every 3 months the system would send reminder to the people on the contact list. If they do not renew the information with some link, the contact information would disappear from the site.
