    hmmm, I feel it not WordPress or Joomla. I would believe its an Drupal CMS or any Custom CMS

    You can use a Chrome extension called Chrome Sniffer to detect which CMS any website is using. It will give you the info you're looking for by showing an icon along with version number in the address bar at the right hand side.
