Buying Need to email webmasters of thousands of sites to request link removal

I've been experiencing a google penalty on my site for the past 2 months. I've fixed all on-site issues and apparently that is still not enough for Google to reverse the penalty.

I have gone through two reconsideration requests but nothing has changed. My only option now is two attempt to remove all blog comment links to my site. If you do a linkdomain: search on yahoo, you will see thousands of links pointing to my site. I need to email all the owners of these blogs and request removal of my links.

This is a large task, so I would prefer to outsource it. Can anyone please give me a quote for this work? I want to email all site owners and also create a speadsheet outlining all the work done so that I can submit this to google in my next reconsideration request.
