    There are hundreds of different CMS systems. You'll need to define your requirements a bit more than that.

    They all come with their own database structure and install files.

    I want a cms for building a databae, something like phpmyadmin.

    I don't need cms like wordpress, joomla etc.

    to be more clearly I need an online alternative of Microsoft Access.

    I prefer something free but you can specify even a comercial solution.

    There's nothing like Microsoft access but when you sign up for basic shared hosting you get a database and you can write scripts.

    Calling Access a CMS is understating what it is capable of and the many, many varied uses to which it is put.

    What are you wanting to do online? You are better to focus on the business requirements and then look for the right CMS than to be focussed on the underlying system (which is identical anyway)
