    i find www,brusheezy,com/brushes quite good.. or like said before search google for own brush tutorial.. quite easy just draw something make flatten to one layer and save as brush.

    If you goto Edit > Define Brush you can create a brush but first design your brush then goto that :) good luck!

    Very simple but if I had to choose a program to actually create a brush it would be in Adobe Illustration.
