    It's all about DOP (Depth Of Field).

    You can do it with Photoshop, but it's never as nice as the real thing (using a camera).

    I did it a really quick and dirty way.

    1.Copy + pasted the entire image into a new layer.
    2.Removed the ocean using the eraser (you can see how lazy I was over your left shoulder).
    3.Blurred the lower layer

    I think I sharpened the top layer and maybe used auto color/levels. Nothing special.

    If you're prepared to invest more than 2 minutes, you can get a much more realistic effect.
    Or just find someone with a decent camera and invite them to the beach with you :p

    Here's a nice tutorial on it; while it's close to what Kerosene posted, the effect is a bit more subtle and realistic, but not as artistic. It comes down to what you want to do with it (your example images are broken/missing:
