Placement on personal pages

    I read somewhere that I can't place an ad on a personal page, but unfortunately I can't find that on google's TOS.
    I found this:
    - No Google ad may be placed on any non-content-based pages.

    Anyway, my question is that I don't understand well what is a personal page. If they are referring , for example, to pages like "User CP" pages here at DP or maybe they refer to something broader.

    For example if I have a website where users log in and leave personal datas, I will not put an ad on their setup/edit personal data pages, but I would like to put ads on the public part of their pages, for example a page where they show who they are with photos and stuff.
    Am I wrong?
