    Hello.So i learned html and css and want to start creating websites for people for money.I don't know from where to start.At freelancer.com nobody picks me to create website,even when i tell that i will create it for free.I can create first website for free.But i don't know how to start.
    Can someone help me?What should i do?Maybe there is some better way to start,not freelancer.com?

    Do you have a portfolio?

    I would recommend that you setup a portfolio website showcasing your work, then driving traffic to your portfolio, be sure to add contact information and a call to action.

    Get domain name and hosting(or get a free hosting) and build portfolio website when people can rate your skills. Also you can build a few ready-to-sell website templates that can be easily corrected and sold on request, and put them to your portfolio.

    Set up a Linkedin profile and start getting people to endorse and recommmend you. You'll get a lot business that way. also get on social media like facebook, twitter and google plus.

    Do website development at a steep discount in order to get business, and to add your completed work to your portfolio. Plus you could ask for a testimonial of your work. Put it on your portfolio website.

    I remember when I was in a similar situation as you. I would recommend these sites:
    1. fiverr.com
    2. taskarmy.com
    3. odesk.com
    4.freelancer.com (although you've already tried this).

    Regarding forums you could try:
    1. digitalpoint.com (this forum)
    2. warriorforum.com (they have a market similar to digitalpoint).

    Offerring your services for free might not be the best option as it makes you sound desperate. It also gives people the impression that your quality won't be good. What you should do instead is offer a "money back guarantee." It'll increase the chances people are willing to take a risk on you.
