You need to create the menu as either:
    1. A single layer, with the entire menu on it
    2. A layer group - consisting of multiple layers that make up your menu
Then you can just select the layer (or group) and drag it around wherever you want.

    Welcome to DP :)

Then after the above you would need to code it in CSS and XHTML or have someone do that for you.

Easiest way is to create the site appearance in Photoshop.
Slice the areas you want to have more control over in your HTML editor and then save the image with HTML and Slices.

I think Youtube has help for this.

I usually create a theme in photoshop but keep a bazillion layers. These will give you flexibility when creating any dynamic parts of the site (ie changing the bg color on mouseover.), just duplicate the layer and do a hue/sat on it.

The marquee tool can be useful, and if you hold down ctrl/shift +c to copy, you will copy the entire "merged" selection, instead of just that which is on the layer.

Positioning that in photoshop is easy. it's just drag and drop.

you mean, it's hard to put them the way they order in HTML/CSS?

use slice tool in photoshop and import them through dreamweaver.
