    Around $1000 will be sufficient for marketing+design+server.

    i think you would need some major bandwith for this and the cost will be high and there are so many rapidshare clones out there now it isnt even funny

    Try a VPS...

    100GB Disk / 2TB Bandwidth would be a good start in my opinion, as you can always upgrade as the site progresses.
