    I have 12 x 400-word articles, which I need 3 writers to re-write. Each writer will re-write 4 articles.

    The minimum I will pay is : $1.25/re-written article.

    If you bid lower than the above price, then you win the job.

    What is the maximum you will pay?

    Lower than your offered rate of .003? Why not say, "If you'll do it for free, it's yours"?
