Removing low CTR / Earnings Ads?

I have this issue bugging me for a while now, been putting it off my head for almost a month, hopefully I be able to get some new perspective of it from here.

On one of my site, there's this 2 Ad placements :

    A. Above the fold
    B. Below the fold

There's a big difference in the CTR / Earnings between the 2, something like A is 7 times more productive than B.

I was going to remove B, but it seems to me that it is just there to "earn" some extra money just incase the clickers missed Ad A.

Are there any good reasons to remove B. ? Since A. which is the high CTR is already getting the best Ads for it.

** Hmm, i hope you understand what i am saying here (even i myself is a bit lost .. heh)

Oh yah, both A. and B. are same Ad types (medium rect) with NO pictures beside them, I was actually thinking of putting 4 small pictures beside B. to increase the CTR, but since that A is the optimized ecpm ads, thus i decided not to do it.... hmm, maybe i should ? Argh ...

You could just change B to another type of banner. Might get the visitor's attention because it's not something he/she has already passed by one before at top. Plus, a smaller size banner (like a 468) wouldn't take up nearly the space of a box, and you are allowing yourself the option of different, equally high-paying ads aimed at other sizes. For example, advertisers who just wants to display ads on 468 banners, etc.
