Scraper site - Premium publisher?

Ok I saw the following in my referrer log today and wondered what it was due to the slightly obscure domain name:

exact timestamp and pagesize removed ;)

So I thought this might have been someone running dp or similar but it's not, maybe just referrer log spamming?

The site has 3 adsense blocks down the middle but no 'ads by goooooogle' so I'm presuming they are a premium publisher? Now I don't really have a problems with scrapers if they actually have some relevant information on there, but from what I can see this site has NO content whatsoever, it seems to be purely adsense?

Whats the score with this site then, how can Google allow these to be a premium publisher if by their own rules sites must have content?

It's not even a scraper site.. At least a scraper site scrapes content to display with adsense ads.. this is an Adsense only site as far as I can see. Just a page with adsense ads.

Do it the right way, get 20,000,000 hits a month then become premium and do it your way

Just yesterday, I placed an adwords site campaign (one of those cpm campaigns) and saw a lot of sites like this on the section were you chose on what sites you want your ad to show up.

I know Premimum Status give you the right to change the display, but how do you tell if a site is an actual premium publisher vs. someone who is using css, javascript, etc to change the appearance of the ads (against the TOS for most). I saw that site was located in Bangkok and only about a month old. I would have assumed that's what they were doing.

Are they premium publishers or they are just using some techniques to modify the link code?

I saw somewhere a thread stating how webmasters using some automatic script to scrap out links from the google ads hourly and put them on the site.

I was thinking these sites as parked domain sites. Are they not? What is the difference from these sites with sites using searchfeed ads?

Premium advertisers dont work like that. You can change a ton of stuff and you are given link codes if you want to directly build your own stuff.

Your account rep just has to ok it. I honestly have never done to much with my account. I find my normal stuff works even if its below 1% ctr.

Keikor and Shoemoney: Just read my previous post and the links at the end...

    Please don't jump into conclusions:
The owner is not a Premium Publisher and there is nothing to say about Google regarding this ... At least this is what I think...

PS: Since the domains are not indexed (or are penalized :) ) so no traffic from SE I think the traffic for these sites comes from typos or SPAM...

That was my question to shoemoney.... How did he know it was a TRUE premium publisher? Looking at their source code, it didn't appear to be a premimum publisher (to me), so I was wondering if he had a way of veryifing it.
