    SEO or SEM(PPC...) .
    For me SEM is better option.

    First of all,

    Understanding of the basics in both of these sections. You can't progress without knowing most of the basics.

    After that, question yourself if you want to learn to use it for yourself or to work as a freelancer.

    If you want to learn it for yourself then choose PPC only if you have a considerable budget to test and spend. You will probably burn a lot of money away before you start making some back, BUT the income will be much higher if you are good at it.
