I did not find that as a gold mine actually. It is hard to market there due to restrictions. Can you explain a bit on how that can be done efficiently?

Buying traffic is never worth and they never buy. Most of them are fake.
What is your opinion?

It is most important, time and cost consuming. But is in my priority.

In short term if you want traffic to your site, you can run CPC campaign.
If you just want to do branding and get your name out, you can run CPM campaign.
To grow your site popularity, promote your site through Social Network is a good choice.

Those are the campaigns I usually run when my client want to see the result right the way. It may not be as Unique as you think but its effective.

If your client is not as "traditional" as mine, you can always do something more extreme. It was in the news a while ago that a company which owns an island. They do promotion by offering $100,000 to hire a blog writer to blog about the company's island for 2 weeks or 1 month (forgot the details). And that offering was all over the Internet worldwide. I don't remember how much the company spent in total for the campaign. But it the cost effectiveness was much higher than any traditional advertising campaigns.
