Should I filter this type of image ads ?

I am worried that the ads itself attract too much attention and my members accidently click on it only to click the Back button seconds after. I would then get smartpriced for sending non-converting visitors. What's your thought on this ? This is not the only image ads that's presented in this manner. I've seen quite a few ads that actually attract "undue attention" themselves.

P.S. - The "click here" in the screenshot was flashing. The image was a gif animation.

If you are only worried about 'accidental' clicks, then you need to remove the ad from the current location. 'Accidental' clicks are not due to the flashing ads. The ad in question is catching your visitors attention and they are clicking on it. I dont think there is anything wrong with that.

Ya, in my uneducated opinion there's really nothing you can do to influence whether someone will buy something beyond running a site targeted to getting users in a buying frame of mind.
