If I submit a really great article to stumbleupon or digg or any other social bookmarking website. Do I still need to ask people to digg it?

Or once it's listed there it will be seen by some people and if they like it they will stumble/digg it?

The more people digg your article, the higher up it goes in rank. So you still want people to digg the article.

Same with StumbleUpon. I haven't had much success with Digg, plus, like many of us, you will probably get banned. Be careful.

Stumble is pretty good for getting semi-targetted, but flighty traffic (meaning they don't stick around long).
