I don't know about joomla, but there is a pretty cool open source platform called ELGG for creating a complete social networking application (like Myspace, Facebook or Digg): http://elgg.org/

Elgg is pretty good, so is boonex dolphin.

Joomla has also good social network in the form of its CB and Groupjive.
Except elgg all be tested nicely in your localhost with xampp.

New Boonex is completely different from the old one and is almost free from errors. You can try it free before you buy so that there is no hassle.

Joomla has 2 fantastic modules - CB and groupjive, for social network. These can be also downloaded and tried for free :)
