    To get people to your forum you would need to do some SEO work. In terms of getting a moderator you could try asking on webmaster forums such as this one or just wait for your forum to build up and choose a trusted, passionate member to help you out. Now lastly, popular categories and this is a tough one because their aren't really any hidden niche's in the forum game because their is a forum on just about anything and everything. So let's see if someone else can answer that one.;)

    Get some links from blog rolls, so that people could come to your forum and register, come up with some exciting giveaways to constant contributors. In that way your forum will get attention and users will like to post on your forum.

    The categories on the top diamond buyers forum will be very different from the categories on the top casino forums, surely?

    Getting people to join your forum is going to be tricky at first. A lot of people offer some kind of incentive to post. Once you've gotten some decent content, hopefully, people will find your forum through search engines and stick around.

    Having a moderator at all when starting a forum is unneeded. Unless by moderator, you mean someone who will post/promote your forum for a shiny title.
